From: Dario Mercevic Subject: Youth unemployment in Austria Introduction This report aims to describe the development of youth unemployment in Austria from 1999 to 2019 and to give suggestions on improving the situation. Findings Young people need to have a perspective in life, which is largely determined by their opportunities to develop a career. Such chances seem to be improving, as recent changes in youth unemployment in Austria show. In general, youth unemployment decreased from slightly above 11% to 8.5% between 2016 and 2019. Overall, youth employment rates fluctuated between a low point of slightly under 6% in 1999 and the all-time high of 12% in 2004. Following this peak, the numbers declined steadily until 2008, when another drastic increase to 10.6% occurred. Fortunately, this development was reversed in the following three years, bringing the unemployment rate down to slightly under 9% in 2011. Even though soaring unemployment rates did not occur again, the line graph illustrates a steady rise in unemployed young people until 2016. Interestingly, after this last peak at 11.2%, unemployment among young Austrians continued to decline to 8.5% in 2019. Conclusion Concluding, one can say that youth unemployment remains a serious issue in Austria with about 2.5% more young people unemployed in 2019 compared to 20 years earlier. Nevertheless, employment opportunities increased continuously in the years following 2016. Recommendations As the trend in the years from 2016 to 2019 shows, special education and re-training programmes are effective. Yet, the developments in the period under investigation suggest that such programmes have not shown the desired effect during economic crises. It might prove useful to implement speedy relief measures at the early stages to avoid skyrocketing youth unemployment in the future.
